lars ($15.00) for professional engineers or professional engineers
and land surveyors, or ten dollars ($10.00) for land surveyors the
Board shall issue a certificate of registration, without oral or written
examination, to any professional engineer or land surveyor who shall
submit evidence under oath satisfactory to the Board that he is of
good character, has been a resident of the State of Maryland for at
least one year immediately preceding the date of his application,
and was practicing professional engineering if an engineer, or land
surveying if a surveyor, on July 1, 1939, and has performed work of
a character satisfactory to the Board.
After this article shall have been in effect one year, the Board
shall issue certificates of registration only as provided for in Section
12 or Section 17 thereof.]
(a) This State shall not engage in the construction of public
works involving the practice of engineering unless the engineering
drawings and specifications have been prepared by, and the con-
struction is executed under, the direction of a professional engineer.
Any contract executed in violation of this section shall be null and
void.
(b) Any engineering or land surveying work performed by or
under the authority of the State shall be performed by or under the
direction of a professional engineer or professional land surveyor,
as the case may be. No land surveyor or engineer employed by the
State shall be eligible for employment in such position unless he has
obtained a certificate of registration which authorizes him to do the
place of work for which he is employed.

The Board may enter into agreements for reciprocity with the
licensing agencies of other jurisdictions and issue without fee or
examination, if such reciprocal arrangements can be made, a certifi-
cate of registration as a professional engineer or land surveyor to
any person legally qualified to practice in other jurisdictions whose
license requirements are acceptable to the Board, giving full faith
and credence to the acts of the authority by which they were quali-
fied. When agreements for reciprocity without fee cannot be made,
the fee for a reciprocal license shall be twenty-five dollars ($25.00)
for professional engineer, or fifteen dollars ($15.00) for land sur-
veyor.]
The Board may issue a temporary permit to practice engineering
or land surveying to a person not a resident of and having no place
of business in this State, provided such person is legally qualified
by registration to practice engineering or land surveying, as defined
in Sections 2(d) and 2(h) of this article, in his own state. Such
person shall make application to the Board in writing and after pay-
ment of a fee not to exceed twenty-five dollars ($25.00) may be
granted a written permit for a definite period of time not to exceed
one year to do a specific job; provided, however, no right to practice
engineering shall accrue to such applicant with respect to any other
work not set forth in said permit.
