tute of Electrical and Electronic Engineers, the American Institute of
Chemical Engineers, and the Maryland Society of Surveyors, and
who shall have the qualifications required by Section 4. The Board
shall consist of one civil engineer, one mechanical engineer, one
electrical engineer, one chemical engineer and one land surveyor.

[The members of the first Board shall be appointed within ninety
days after June 1, 1939, to serve the following terms: One member
for one year, one member for two years, one member for three years,
one member for four years, and one member for five years, from the
date of their appointment, or until their successors are duly appointed
and qualified. Every member of the Board shall receive a certificate
of his appointment from the Governor and before beginning his term
of office shall file with the Secretary of State his written oath or
affirmation for the faithful discharge of his official duty. Each mem-
ber of the Board first appointed hereunder shall receive a certificate
of registration under this article from the said Board. On the ex-
piration of the term of any member, the Governor shall in the manner
hereinbefore provided appoint for a term of five years a registered
professional engineer, or a registered land surveyor having the quali-
fications required by Section 4, to take the place of the member whose
term on said Board is about to expire. Each member shall hold office
until the expiration of the term for which such member is appointed
or until a successor shall have been duly appointed and shall have
qualified.]

The incumbent members of the Board of Registration for Pro-
fessional Engineers and Land Surveyors, created by Chapter 604,
Acts of 1949, shall continue in office as members of the Board created
by this article until the expiration of their respective terms of ap-
pointment or until their successors are duly appointed and qualified.
Each member of the Board thereafter shall receive a certificate of
his appointment from the Governor and before beginning his term
of office shall file with the Secretary of State his written oath or
affirmation for the faithful discharge of his official duty. On the
expiration of the term of any member, the Governor shall, in the
manner hereinbefore provided, appoint for a term of five years a pro-
fessional engineer, or a professional land surveyor, having the quali-
fications required by Section 4. Each member shall hold office until
the expiration of the term for which such member is appointed or
until a successor shall have been duly appointed and shall have quali-
fied.

4.

(a)    Each member of the Board shall be a citizen of the United
States and a resident of this State, and shall have been engaged in the
practice of the profession of engineering, or land surveying, for at
least twelve years, and shall have been in responsible charge of
important engineering work or important land surveying work for
at least five years. [Responsible charge of engineering teaching may
be construed as responsible charge of important engineering work.]

(b)    The term "responsible charge," as used in this section, shall
mean the direct control and personal direction of the investigation,
design, construction or operation of engineering work or of land
surveying work requiring initiative, professional skill and independ-
ent judgment. Responsible engineering or land surveying teaching
