tions adopted by them, provided that before doing so they shall
follow the same procedure with respect to notice and public hearings
as is herein provided for the original regulations and restrictions.

(2) Notwithstanding the provisions of subsection (1) of this
section, there shall be no zoning decisions made between the date of
the primary election as set by law, and the date when the newly
elected officials take office. In any year when no primary election is
held, there shall be no zoning decisions between the date of the
general election and the date when the newly elected officials take
office.
IN ANY YEAR IN WHICH COUNTY COMMISSIONERS
ARE ELECTED, THE INCUMBENT COMMISSIONERS SHALL
NOT TAKE FINAL ACTION ON ANY ZONING APPLICATION
AFTER THE DATE OF THE PRIMARY ELECTION AS SET BY
LAW AND UNTIL THE NEWLY ELECTED COUNTY COMMIS-
SIONERS HAVE QUALIFIED AND TAKEN OFFICE. IF A
COUNTY CHARTER SHALL BE SUBMITTED TO REFEREN-
DUM PURSUANT TO THE PROVISIONS OF ARTICLE XI-A OF
THE CONSTITUTION OF MARYLAND AND SHALL BE RATI-
FIED BY A MAJORITY OF THE VOTERS, THE INCUMBENT
COUNTY COMMISSIONERS SHALL NOT TAKE FINAL ACTION
ON ANY ZONING APPLICATION AFTER THE DATE OF SUCH
REFERENDUM ELECTION AND UNTIL THE COUNTY GOV-
ERNING BODY PRESCRIBED IN SUCH CHARTER SHALL
HAVE BEEN ELECTED AND SHALL HAVE QUALIFIED AND
TAKEN OFFICE.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 182

(Senate Bill 425)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding Four Million Dol-
lars ($4,000,000.00), the proceeds derived from the sale of the
certificates of indebtedness to be used for extending, enlarging,
developing and improving the Friendship International Airport,
including, but not limited to, the acquisition, by purchase, con-
demnation or any other legal means, of land or property, or any
rights therein, located within or outside the boundary lines of
Baltimore City; the construction of new runways and extensions
thereto and extensions to existing runways; the construction or
erection of new buildings or structures; additions and improve-
ments to the existing service and terminal buildings and other
buildings or structures; equipment for any and all new facilities
authorized to be constructed or erected by the provisions hereof;
the construction and erection of roads and parking facilities; the
construction of paving of taxiways and ramps or aprons, and
doing any and all things necessary, proper or expedient in con-
nection with or pertaining to any or all of the matters or things
