mayor, and confirmed by the council, if the mayor be an elective
officer, otherwise by such officer as council may in the ordinance
creating the commission designate as the appointing power; but in
Harford County it is within the discretion of the mayor and council
whether or not one of the appointive members of the commis-
sion is a member of the council.
COUNTY COMMISSIONERS
WHETHER OR NOT ONE OF THE APPOINTIVE MEMBERS
OF THE HARFORD COUNTY PLANNING AND ZONING COM-
MISSION IS A MEMBER OF THE BOARD OF COUNTY COM-
MISSIONERS OF HARFORD COUNTY. All members of the com-
mission shall serve as such without compensation. The term of the
ex officio member shall correspond to his official tenure. The term
of each member shall be five years or until his successor takes office,
except that the respective terms of the five members first appointed
shall be one, two, three, four, and five years. Members may, after a
public hearing, be removed by the council for inefficiency, neglect of
duty, or malfeasance in office. The council shall file a written state-
ment of reasons for such removal. Vacancies occurring otherwise
than through the expiration of term shall be filled for the unexpired
term by the mayor and confirmed by the council.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 180
(Senate Bill 296)

AN ACT to repeal and re-enact, with amendments, Section 418 of
the Code of Public Local Laws of Harford County (1965 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County", subtitle "Metropolitan Commission",
amending the laws concerning the Metropolitan Commission of
Harford County in order to give the Commission the power to
enter into certain contracts concerning water supply, sewerage, or
drainage systems with a governmental agency in this state or in
an adjoining state.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 418 of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County", subtitle "Metropolitan
Commission", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

418.

The said Commission shall have full power and authority to enter
into any contract for the connection of its water supply, sewerage
or drainage systems, with those of any municipality or adjoining
county, or any other governmental agency in this or in an adjoining
state,
for the purchase of water and for the disposal of sewage and
other drainage from any sanitary district, and to enter into any
