to the proceeding before it and shall, within [15] 30 days after the
filing of the appeal, file with the Courts the originals or certified
copies of all papers and evidence presented to the Council in the
proceeding before it, together with a copy of its opinion and resolu-
tion deciding the application. Any party to the proceedings in the
Circuit Court aggrieved by the decision of such Court may appeal
from such decision to the Court of Appeals. The review proceedings
provided by this section shall be exclusive.

The action of the District Council shall be deemed to be final,
unless the Council shall, within 30 days thereafter on its own motion,
for any reason, reconsider its action. The time for appeal herein
provided shall be stayed until any such reconsideration shall be deter-
mined and concluded.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 178
(Senate Bill 265)

AN ACT to repeal and re-enact, with amendments, Section 1 of
Article 68 of the Annotated Code of Maryland (1966 Cumulative
Supplement), title "Notaries Public", to provide for the approval
of an application or renewal by a Senator from the senatorial
district or subdistrict in which the applicant resides.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1 of Article 68 of the Annotated Code of Maryland
(1966 Cumulative Supplement), title "Notaries Public", be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

1.

The Governor on the approval of the application by [the Senator
of the county or legislative district of Baltimore City] a Senator
from the senatorial district or, if the district has been divided into
subdistricts, from such subdistrict
in which the applicant resides,
shall appoint and commission in his discretion and judgment any num-
ber of persons, male or female, at least eighteen (18) years of age,
of known good character, and integrity and abilities, citizens of the
United States, and who have resided in this State for two (2) years
previous to their appointments as notaries public for the State of
Maryland; provided that such residence requirement shall not be
applicable to persons appointed as an official court reporter by any
court of Baltimore City; and the residence requirement shall not be
applicable to persons appointed as an official court reporter or court
stenographer by any court of the first judicial circuit, comprising
the circuit courts in the counties of Worcester, Wicomico, Somerset,
and Dorchester, or of the seventh judicial circuit, comprising the
circuit courts in the counties of Calvert, Charles, Prince George's
and St. Mary's. The term of office of notaries public shall be two
