differ materially from the needs and problems of other classes of
aid recipients. Printed copies of such rules and regulations, together
with copies of the laws contained in this subtitle, shall be made
available upon request for distribution to any person or group en-
gaged in work for or with the blind. All rules and regulations made
by the State Department shall be binding upon the counties and
shall be complied with by the respective [county boards] local units;

(c)  Prescribe the form of and print and supply to the [county
boards] local units such forms as it may deem necessary and
advisable;

(d)  Cooperate with the Federal government in matters of mutual
concern pertaining to assistance to the needy blind;

(e)  Make such reports in such form and containing such infor-
mation, as the Federal government may, from time to time require,
and comply with such provisions as the Federal government may from
time to time find necessary to assure the correctness and verification
of such reports;

(f)  Perform such duties as are imposed upon it by Article 88A
of the Annotated Code of Maryland and any amendments thereto or
supplements thereof.

13.

The [county boards] local units shall:

(a)  Submit annually to the County Commissioners, County Coun-
cil or the Mayor and City Council of Baltimore, as the case may be,
after approval by the State Department, a budget containing an
estimate and supporting data setting forth the amount of money
needed to carry out the provisions of this subtitle;

(b)   Perform such duties as are imposed upon them by Article
88A of the Annotated Code of Maryland, and any amendments thereto
or supplements thereof, or any other applicable law.

16.

The amount of public assistance to the needy blind which any
recipient shall receive shall be determined [by the county board]
with due regard to the available resources and necessary expendi-
tures of the individual and the conditions existing in each
case, and shall be sufficient, when added to all other income and
support available to the recipient, to provide such person with a
reasonable subsistence compatible with decency and health. In deter-
mining the eligibility of any applicant for aid under the provisions
of this subtitle [the first fifty dollars ($50) of earned income per
month, or] such amount of earned income as shall be fixed by the
Federal Government under similar statutes controlling Federal As-
sistance [,] shall be disregarded and shall not be deemed an available
resource of the applicant within the meaning of this subtitle.

17.

Application for public assistance under this subtitle shall be made
to the [county board] local unit of the county in which the ap-
plicant resides. The application shall be made in the form and
manner prescribed by the State Department.
