Commission under Article 78B of the Annotated Code of Maryland,
as amended from time to time, and allocated to and payable to the

political subdivisions of the State. Upon the ascertainment of such
fact by the Board of Public Works, the Governor shall, by proclama-
tion issued pursuant to a resolution of the Board of Public Works,
publicly declare that the State taxes
provided for in this section
shall not be collected or levied in any such succeeding year.

All matters committed by this Act to the discretion of the Board of
Public Works shall be determined by a majority of said Board.

Sec. 7. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 148
(Senate Bill 73)

AN ACT to repeal Section 11 of Article 88A of the Annotated Code
of Maryland (1964 Replacement Volume and 1966 Supplement),
title "State Department of Public Welfare," subtitle "In General";
and to repeal and re-enact, with amendments, Sections 11, 12, 18,
16, 17, 18, 19, 20, 22, 23, 24, 27 and 29 of Article 30 of the Anno-
tated Code of Maryland (1957 Edition and 1966 Supplement),
title "Deaf, Mute or Blind," subtitle "Public Assistance to the
Needy Blind"; and to repeal and re-enact, with amendments, the
following sections of Article 88A of the Annotated Code of Mary-
land (1964 Replacement Volume), title "State Department of
Public Welfare"; Sections 1, 2, 3, 7, 12A, 13, 14 and 16, subtitle
"In General"; Sections 45, 47 and 56, subtitle "Aid to Dependent
Children"; and Section 60A, subtitle "Boarding Care for Chil-
dren"; and to change the aforesaid subtitle "Aid to Dependent
Children" to "Aid to Families with Dependent Children"; and to
add new Sections 4 and 14A to Article 88A of the Annotated Code
of Maryland (1964 Replacement Volume), title "State Department
of Public Welfare," subtitle "In General," to be under the same
subtitle and to follow immediately after Sections 3 and 14 thereof,
respectively; and to transfer Sections 1 to 21, inclusive, of Article
70A of the Annotated Code of Maryland (1957 Edition and 1966
Supplement), title "Old Age Assistance," to Article 88A of the
said Code, title "State Department of Public Welfare," and to
recodify said sections, in their same sequence, as Sections 63 to
83, inclusive, to follow immediately after Section 62 thereof, to be
under the new subtitle "Old Age Assistance," and as so trans-
ferred to repeal and re-enact, with amendments, Sections 63, 64,
66, 67, 68, 69, 70, 71, 72, 74, 75, 76, 79, 81 and 83 thereof, amend-
ing laws pertaining to the State Department of Public Welfare,
grants and other services provided under laws relating to that
Department, clarifying the powers and duties of that Department
and of the State Board of Public Welfare, amending the exclusion
of income to be included in the calculation of public assistance to
needy blind, relocating laws relating to old age assistance by
including them with other laws relating to public welfare, and
