(C) VIOLATIONS OF ANY STANDARDS OR RULES OR REG-
ULATIONS ADOPTED UNDER THIS SUBTITLE SHALL NOT
BE CONSTRUED TO INCLUDE ANY VIOLATION WHICH WAS
CAUSED BY AN ACT OF GOD, STRIKE, RIOT, CATASTROPHE,
OR ANY CONDITION OVER WHICH THE ALLEGED VIO-
LATOR HAS NO CONTROL.
704. SUPPLEMENTAL AND ADDITIONAL POWERS.
THE PROVISIONS OF THIS SUBTITLE SHALL BE RE-
GARDED AS SUPPLEMENTAL AND ADDITIONAL TO THE
POWERS AND AUTHORITY CONFERRED BY OTHER LAWS
UPON THE STATE BOARD OF HEALTH AND MENTAL HY-
GIENE AND SHALL NOT BE REGARDED AS IN DEROGA-
TION OF ANY POWERS NOW EXISTING IN THE STATE
BOARD OF HEALTH AND MENTAL HYGIENE.
Sec 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are hereby repealed to the extent of any such inconsistency.
Sec. 3. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other pro-
visions or any other application of this Act which can be given effect
without the invalid provision or application, and to this end, all the
provisions of this Act are hereby declared to be severable.
SEC. 4. And be it further enacted, That this Act shall take effect
June 1, 1967.

(House Bill 51)
AN ACT to repeal Sections 657 through 674, inclusive, of Article
66C of the Annotated Code of Maryland (1957 Edition and 1966
Supplement), title "Natural Resources," subtitle "Mining," sub-
heading, "Strip Mining," and to enact new Sections 657 through
674 inclusive, in lieu thereof, to stand in the place of the sections
repealed, generally to revise the laws of the State relating to the
open pit or so-called strip mining or auger method of mining coal,
to create a Land Reclamation Advisory Committee, to license and
regulate persons engaged in open pit or so-called strip mining
or auger mining of coal in the State, and to require bonds to be
posted to assure compliance with the open pit or strip mining
laws.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 657 through 674, inclusive of Article 66C of the An-
notated Code of Maryland (1957 Edition and 1966 Supplement),
