I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 (c) of
Article 33 of the Annotated Code of Maryland, (1957 Edition), Do
Hereby Certify, that at the General Election held in the State of
Maryland on November 8, 1966, an Act known as Chapter 781 of the
Acts of 1965, was submitted to the voters of the State of Maryland,
pursuant to the provisions of Article 14 of the Constitution of the
State of Maryland, said Act being as follows:

AN ACT to propose an amendment to Article III of the Consti-
tution of the State of Maryland, title "Legislative Depart-
ment," by adding thereto a new section, to be known as Section
40C, to follow immediately after 40B of said Article, providing
for an optional procedure for the acquisition of land and inter-
ests in land in Prince George's County by the Washington
Suburban Sanitary Commission for the construction and ex-
tension of water supply, sewerage and drainage systems, and
to provide for the submission of said amendment to the quali-
fied voters of the State for adoption or rejection.

and I do certify that at said election 191,676 votes were cast
in favor of the adoption of Chapter 781 of the Acts of 1965, and
184,279 votes were cast against the adoption of said Chapter 781 of
the Acts of 1965, the said Act has therefore been ratified by a majority
of the qualified voters of the State of Maryland.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of Annapolis
this 9th day of December, 1966.
