Secondly, we are on the verge of designating a new Director of
our Correctional System. It would be wise for us to allow him maxi-
mum flexibility in suggesting the most effective structure for our
system, inasmuch as he will be substantially responsible for the
successful implementation of whatever change is adopted.
Finally, although I favor an autonomous full-time Parole Board,
I am not totally convinced of the proper staffing decision. There is
quite a difference of opinion among the experts. This makes it even
more important that our new head of Corrections be heard on this
subject.
Although I am compelled to veto the bill at this time, it is with
the hope that the principal objectives of the legislation can be more
effectively accomplished by the General Assembly in 1968.

Senate Bill No. 628. Allegany County—Trial Magistrates
AN ACT to repeal and re-enact, with amendments, Section 108
(1) of Article 52 of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Justices of the Peace", subtitle "Trial Mag-
istrates System", to increase the annual salaries of the trial magis-
trates of Allegany County sitting at Cumberland.

Dear Mr. President:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today Senate Bill 628 and am returning
it to you.
This bill would increase the minimum salary that must be paid
trial magistrates of Allegany County sitting in Cumberland. The
sponsor of the bill has informed me that the reason for enactment
of the measure no longer exists and has requested that I veto it. I am
thus complying with his request.
