1720                            JOINT RESOLUTIONS

Whereas, Named to the Commission were the following persons:

Hon. Benjamin Michaelson, Chairman and retired Judge of the
Circuit Court for Anne Arundel County;

Dr. Irene Diggs, Professor of Sociology, Morgan State College;

Hon. Shirley B. Jones, Judge of the Supreme Bench of Baltimore

City;

Dr. Peter P. Lejins, Professor of Sociology, University of Mary-
land ;

Bishop Edgar A. Love, Bishop of the Methodist Church;

Major General Rinaldo Van Brunt, Director, Maryland Civil De-
fence Agency;

Paul E. Welsh, Public Relations Manager, McCormick and Com-
pany; and serving as the Staff for the Commission was Morton A.
Sachs, Assistant Attorney General of Maryland, and

Whereas, On February 1, 1967 the Commission presented an
Interim Report of its findings to the Governor and under date of
March 13, 1967 has submitted its final report and conclusions, and

Whereas, The General Assembly recognizes that the Commission
is composed of some of the most outstanding professional persons
and citizens of the State, who have devoted much of their time in
the past seven months in studying a most difficult problem, and

Whereas, The State of Maryland owes a large debt of gratitude
to the members of the Commission for the penetrating and thorough
analysis which they have made of the ills of the correctional system,
as reflected in the list of proposed administrative and legislative
recommendations which the Commission has submitted in its Re-
port, and

Whereas, With the work and recommendations of the Michael-
son Commission before it, the General Assembly is now in a posi-
tion to implement the recommendations of the Commission so that
the State's correctional facilities and services can be modernized
and made to function in an efficient, progressive manner, now, there-
fore, be it

Resolved by the General Assembly of Maryland, That we express
our appreciation and commendation to the members of the Com-
mission to study the Correctional System of Maryland, and be it
further

Resolved, That copies of this Resolution are sent under the Great
Seal of the State of Maryland to each member of the Commission.
