increase in the size of the budget and the 800 to 1,000 new em-
ployees which are added to the State payroll each year; and
Whereas, The functions of State government are becoming ever-
more complex and diversified; and
Whereas, It is the feeling of the Legislative Council that many
of the problems the Legislature has faced and is facing are the
result of a lack of communication, understanding, and coordination
among the decision-makers and management personnel of the
larger governmental agencies; and
Whereas, As a result of this situation, the Board of Public
Works is forced to devote valuable time in an effort to determine
or formulate policy which should be made before it reaches that
body; and
Whereas, The Department of Budget and Procurement is like-
wise forced to assume many of the responsibilities of an adminis-
trative department in addition to its statutory charge to "contin-
uously study and analyze the needs of the several departments,
boards, commissions, ..... and agencies of the State, and of all private
associations, corporations or institutions which receive any funds
appropriated by the State for any purpose whatsoever; and to con-
tinuously study and analyze the current progress of revenue receipts
in relation to such needs" (Article 15A, Section 17); and
Whereas, As yet there is no Department of Administration within
the organizational structure of the government of this State which
exists mainly to find ways of eliminating duplication of efforts and
materials, to bring about better efficiency and economy in the State
government operations, to establish guidelines on problems and mat-
ters that affect more than one department, and to recommend
policies which will be in the best public interest and which will
bring about better State employee communication and understand-
ing; and
Whereas, Special study groups are currently in the process of
examining the details of Maryland's governmental structure with a
view to subsequent overall reorganization, but which studies prob-
ably cannot be implemented by the present administration due to
lack to time; therefore, be it
Resolved by the General Assembly of Maryland, That the Gov-
ernor is requested and urged to create by Executive Order as soon
as possible a Management Advisory Council made up of the business
management heads of the large State departments and agencies,
and presided over by the Secretary of the Board of Public Works
who shall be its Chairman, which Council shall meet at least once
a month for the purpose of finding solutions to the many problems
of mutual concern; and be it further
Resolved, That copies of this Resolution, together with copies of
Exhibit G of the September 21, 1966, Report of the Committee on
Taxation and Fiscal Matters are sent by the Fiscal Research Bureau to
the Governor of Maryland, the Board of Public Works, the Department
of Public Improvements, the Department of Budget and Procurement,
the Planning Department, the Department of Economic Development,
the Department of Motor Vehicles, the State Roads Commission, the
Department of Chesapeake Bay Affairs, the Department of Forests
