be a representative of the Maryland Nursing Home Association. He
shall be appointed by the Governor, with the advice and consent
of the Senate, from a list of three (3) names submitted to the
Governor by said Association. Should the Governor so request, the
said Association may submit an additional list of three (3) names.
Each of the remaining members shall be persons experienced and
qualified in one of the following fields: Dentistry, hospital admin-
istration, public administration, nursing, pharmacy, radiation con-
trol and, sanitary engineering OR NURSING HOME ADMINISTRA-
TION AND MANAGEMENT. The members of the Board of Health
and Mental Hygiene shall be appointed by the Governor, with the
advice and consent of the Senate, for terms of six years. The Gov-
ernor shall appoint said members biennially in groups of four, four
and [three] four, respectively, with at least one physician among
each group of appointees. The Governor shall appoint four mem-
bers for a term expiring on the first Monday of May, 1963; four
members for a term expiring on the first Monday of May, 1965;
and three members for a term expiring on the first Monday of May,
1967; the ADDITIONAL member representing the Maryland Nursing
Home Association shall serve for a term beginning June 1, 1967, and
ending on the first Monday of May, 1973, and thereafter for a term of
six years; and in the event of a vacancy caused by death, resignation,
or otherwise, the Governor is authorized to appoint a qualified per-
son to fill the vacancy in accordance with Section 11 of Article 2 of
the Constitution of Maryland. No Board member shall serve more
than two full terms. The Board shall not have any elected or ap-
pointed State, county or municipal public official or employee ap-
pointed thereto. The Board shall biennially elect its own chairman
and vice-chairman. The Board shall be furnished with necessary
secretarial services by the departments.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
