of the political subdivision in which it is claimed such violations
occurred shall institute and conduct the proper proceedings of the
appropriate court to prosecute and punish such alleged offenders.

(y) Enjoining violations of this subtitle.

Notwithstanding the penalty provided in subsection (y), the
courts of record having equity jurisdiction shall have jurisdiction
to enjoin any person, firm, association or corporation violating the
provisions of this subtitle.

(z) Licensing of other contractors.

All contractors licensed under the provisions of Sections 245
through 269 of Article 56 of the Annotated Code of Maryland, shall
be exempt from the provisions of the subtitle insofar as their activ-
ities do not exceed the Home Improvement activity described therein.

(aa) Penalties.

Any violations of this subtitle set out herein as misdemeanors
shall be punishable to the extent of a fine of not more than $1,000.00,
or not more than six months in jail, or both, in the discretion of the
judge hearing the case.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 736
(House Bill 605)

AN ACT to authorize and empower the County Commissioners of
Cecil County to borrow, upon the faith and credit of the County
during specified periods, a sum or sums of money not to exceed
in the aggregate the sum of Eleven Million Dollars ($11,000,000),
and to evidence such borrowing by the issuance and sale of the
general obligation bonds of the County in such form and bearing
such rate or rates of interest as said County Commissioners may
by resolution determine, provided the average interest cost of
each issue of such bonds shall not exceed five per centum (5%)
per annum; to provide that the proceeds of the sale of any such
bonds shall be used exclusively for the purpose of erecting new
school buildings, including land for such buildings and for facil-
ities appurtenant thereto, the payment of architects' and other
professional fees in connection therewith, the alteration or re-
pair of existing school buildings and the equipping of school
buildings, all in Cecil County; to authorize and direct the County
Commissioners of Cecil County to provide for the payment of the
maturing principal of and the interest on any bond issued here-
under by the annual levy, until all of said bonds and the interest
thereon, shall have been paid or provisions made for their pay-
ment, of ad valorem taxes upon all property subject to assessment
