ing Unlawfully", to repeal State laws penalizing ministers who
unite persons of the white and negro races in marriage, and to
repeal the prohibition on marriages between such persons and
members of the Malay race and to repeal the penalties applicable
thereto,; AND TO REPEAL SECTION 416 OF SAID ARTICLE
27, SUBTITLE "NEGROES—FORNICATION WITH", REPEAL-
ING THE LAW WHICH CONCERNS ANY WHITE WOMAN
WHO SHALL SUFFER OR PERMIT HERSELF TO BE GOT
WITH CHILD BY A NEGRO OR MULATTO.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 393 and 398 of Article 27 of the Annotated Code of
Maryland (1957 Edition), title "Crimes and Punishments", subtitle
"Crimes and Punishments", subheading "Marrying Unlawfully", be
and they are hereby repealed.

SEC. 2. AND BE IT FURTHER ENACTED, THAT SECTION
416 OF SAID ARTICLE 27, SUBTITLE "NEGROES—FORNICA-
TION WITH", BE AND IT IS HEREBY REPEALED.

Sec. 2. 3. And be it further enacted, That this Act shall take
effect June 1, 1967.

CHAPTER 7
(Senate Bill 94)

AN ACT to repeal and re-enact, with amendments, Sections 1 and 16
of Article 78D of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Regional Planning Council," subtitles, respec-
tively, "Legislative Declaration" and "Operations," to repeal
Section 4 of said Article of the Code, subtitle "Establishment and
Organization," and to enact new Section 4 in lieu thereof, to stand
in the place of the section so repealed, to extend the legislative
policy and intent thereof, to expand the membership of the said
Council, to designate certain members of the said Council, to pro-
vide for permanent alternate members of the said Council with
provision for the voting rights and powers of said permanent
alternate members, and to expand the additional RELATING TO
THE functions of the Regional Planning Council.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 and 16 of Article 78D of the Annotated Code of
Maryland (1965 Replacement Volume), title "Regional Planning
Council," subtitles, respectively, "Legislative Declaration" and "Op-
erations," be and they are hereby repealed and re-enacted, with
amendments; that Section 4 of said Article of the Code, subtitle
