to the personnel employed by the People's Court, and to place
certain personnel under the Merit System Regulations applicable
in Prince George's County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 108(16) (e) of Article 52 of the Annotated Code of
Maryland (1957 Edition and 1964 Replacement Volume), title
"Justices of the Peace," subtitle "Trial Magistrates System," be and
it is hereby repealed and re-enacted with amendments to read as
follows:
108. Number and Salaries.
(16) Prince George's County
(e) At the expiration of the term of office of the present clerks
of the trial magistrate courts for Prince George's County, and every
four years thereafter, there shall be appointed by each judge a chief
clerk. There shall be two THREE chief clerks who shall be employed
for the People's Court. at Hyattsville and Upper Marlboro respec-
tively. Such chief clerks shall keep all dockets of and supervise and
manage the office of said court. Notwithstanding any other provision
of law, the dockets and records of arrests and convictions in traffic
violations, and all other traffic records shall be kept by the chief
clerks in such form and under such plan as may jointly be agreed
upon by the judges of the People's Court and the Department of
Motor Vehicles. Each chief clerk shall make proper report at periodic
intervals of all traffic convictions to the Department of Motor Ve-
hicles in accordance with such agreed plan, and, together therewith,
shall make remittance of all revenues due the State of Maryland from
traffic violation fines and costs to the Department of Motor Vehicles.
The County Treasurer of Prince George's County shall regularly
audit the accounts and records of said chief clerks and shall furnish
the Department of Motor Vehicles and the State Comptroller regu-
larly a certificate attesting to the fact that an audit verification
of traffic violation fines and costs imposed in the People's Court has
been made, and that all fines and costs due the State of Maryland
have been remitted to the Department of Motor Vehicles. Each chief
clerk shall have custody of all monies paid into the court for any
purpose and shall deposit such monies promptly in an account in
his name in Prince George's County; each chief clerk shall prepare,
sign and deliver with appropriate remittances to county and State
officials such reports of fines, forfeitures and costs as are required
of trial magistrates by law; each chief clerk shall report the funds
in his custody regardless of which judge or judges may from time
to time preside in the court; the chief clerks shall perform such
other duties as shall be properly assigned to them by the judges
of the People's Court, and they shall receive such salary as shall
be fixed by the County Commissioners of said county [in equal
monthly installments]; the said chief clerks before entering upon
their duties shall each give bond to the State of Maryland in the
penalty of $25,000.00 with corporate sureties satisfactory to the
said County Commissioners, the premium of said bonds to be paid
[to] by the County Commissioners of Prince George's County. The
County Commissioners of Prince George's County shall provide such
additional clerical help and personnel as may be necessary to carry
out the administrative work of said court [at salaries to be fixed
