The Department shall not issue any license hereunder:
(1) To any person as an operator, or chauffeur who is under the
age of eighteen (18) years, unless such person is at least 16 years of
age and has passed a driving education course as approved by the
State Department of Education OR THE DEPARTMENT OF
MOTOR VEHICLES, consisting of not [more] less than thirty (30)
hours of classroom instructions and not less than six (6) hours of
behind-the-wheel practice driving. SUCH TRAINING SHALL BE
GIVEN BY THE PUBLIC, PRIVATE, OR LICENSED PROFES-
SIONAL DRIVER TRAINING SCHOOLS.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967 APRIL 1, 1968.

AN ACT to add new Section 317B to Article 66½ of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Motor Vehicles," subtitle "Operation of Vehicles upon High-
ways," to follow immediately after Section 317A thereof, ex-
tending the motor vehicle laws to cover violations in Talbot County
PRINCE GEORGE'S AND TALBOT COUNTIES occurring on
private property which is used by the public in general.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 317B be and it is hereby added to Article 66½ of
the Annotated Code of Maryland (1957 Edition and 1966 Supple-
ment), title "Motor Vehicles," subtitle "Operation of Vehicles upon
Highways," to follow immediately after Section 317A thereof, and
to read as follows:

In Talbot County PRINCE GEORGE'S AND TALBOT COUNTIES
any person operating a motor vehicle on private property which is
used by the public in general in violation of the provisions of this
subtitle shall be deemed in violation of the law to the same extent
as if the motor vehicle were being operated on a public highway and
the violation carries the same penalty.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
