154                             LAWS OF MARYLAND                       [CH. 142

Whereas, The General Assembly of Maryland recognizes the
pressing need for improved police protection for the citizens of this
State on a local level, and

Whereas, As a means towards the ensuring of this goal additional
monies are urgently and immediately required by local governments
for this purpose, now therefore:

There is hereby established as a part of the tax reform provisions
of this Act, a fund to be known as the State Aid for Police Protection
Fund, for the apportioning of revenue out of the general funds of the
State to the subdivisions and municipalities for improved police
protection, such Fund to continue on a year to year basis until such
time as a more permanent program for the financing of local
government needs for improved police protection can be formulated.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 35 to 38 inclusive be and they are hereby added
to Article 15A of the Annotated Code of Maryland (1957 Edition
and 1966 Supplement), title "Budget and Procurement," subtitle
"Purchases," to follow immediately after Section 34 thereof, to be
under the new subtitle "State Aid for Police Protection Fund" to
read as follows:

ARTICLE 15A

State Aid For Police Protection Fund
35.

There is hereby created out of the general funds of the State a
fund to be known as the State Aid for Police Protection Fund, to be
used for the purpose and distributed in the manner hereinafter
specified.

36.

The State Aid for Police Protection Fund is intended for and shall
be used exclusively to provide more adequate police protection in the
subdivisions of the State by contributing to local expenditures for
police services. The word "subdivision" as used in this subtitle
means any county of the State of Maryland or Baltimore City.

37.

(a)    Distribution to the subdivisions shall be as prescribed in the
following schedule. Distributions shown for municipalities in a sub-
division shall be paid by the subdivision to such municipalities.

(b)    State distribution to Allegany County               $ 227,984.00
