Code of Maryland. The chief deputy comptroller and each deputy
comptroller upon his designation and qualification as above pro-
vided, shall have power to grant all warrants for money to be paid
out of the treasury, in pursuance of appropriations by law and
countersign all checks drawn by the Treasurer upon any bank or
banks in which the monies of the State may from time to time be
deposited, subject to all the limitations imposed by law upon the
Comptroller in granting such warrants and the countersigning of
such checks. The chief deputy comptroller and each other deputy
comptroller shall act as such only during the pleasure of the Comp-
troller, and the power to act as such chief deputy comptroller or
deputy comptroller may be terminated at any time by the Comp-
troller for any cause which he may deem sufficient. In the event of
sickness or absence of the Comptroller, the power of the chief deputy
comptroller or any deputy comptroller to grant warrants and counter-
sign checks may be terminated by the Board of Public Works or a
majority of its members for any cause which they may deem suffi-
cient. The termination of the power of the chief deputy and/or any
other deputy comptroller to grant warrants and to countersign
checks shall not of itself operate to terminate his employment as
clerk, assistant, or other employee. Whenever the powers of any
person to act as chief deputy comptroller or deputy comptroller are
terminated as herein provided, the Comptroller may designate some
other clerk or assistant to act as such chief deputy comptroller or
deputy comptroller, subject to the limitations and conditions above
prescribed.

Article 19
29. In General.

(a) Appointment, oath, term and salary; deputy and assistant
auditors; powers and duties generally; bonds.—There shall be a State
Auditor appointed by the Governor, who shall be assigned to the
division of financial review and control, and shall take oath prescribed
by the Constitution. His term of office shall commence on the first
Monday of May next ensuing his appointment, and continue for four
years, until his successor shall be appointed and shall have qualified.
The State Auditor shall receive such salary as may be fixed in the
budget.

The State Auditor shall appoint a deputy and such assistant State
auditors as he may deem necessary in accordance with the provisions
of Article 64A, who shall receive such salaries as the State Auditor
deems necessary, subject to provisions of the budget. The State
Auditor, the deputy State auditor and the assistant State auditors,
under the supervision and the direction of the Comptroller, shall
have and exercise all the rights, powers, duties, obligations and func-
tions conferred upon them by law. [The State Auditor shall give
bond to the State of Maryland in the penalty of ten thousand dollars
($10,000), the deputy State auditor shall be bonded for $5,000 and
each of the regular assistant State auditors shall be bonded for
$1,000, all for the faithful performance of their respective duties,
the surety in each case to be approved by the Comptroller.] The
State Auditor, the deputy State auditor, and each of the regular
assistant State auditors will, upon entering the duties of their re-
spective offices, be covered by surety bonds in accordance with the
provisions of Sections 46 through 50 of Article 78A of the An-
notated Code of Maryland.
