rate to be determined in the following manner: On or before May 1,
1968, and on or before May 1st of each FISCAL year thereafter, the
Board of Public Works shall certify to the governing bodies of each
of the Counties and of Baltimore City the rate of State tax on each
One Hundred Dollars ($100) of assessable property necessary to
produce revenue to meet all interest and principal which will be pay-
able to the close of the next ensuing FISCAL year on all Certificates
theretofore issued or theretofore authorized by resolution of the
Board of Public Works to be issued, and the governing bodies of
each of the Counties and of Baltimore City shall forthwith levy and
collect such a tax at such a rate.
All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.
Sec. 7. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(Senate Bill 656)
AN ACT to repeal and re-enact, with amendments, Section 6(b) of
Article XII-A of the Charter of the City of Rockville, Maryland,
being Chapter 826 of the 1961 Laws of Maryland and Section
48-79 (b) of the Montgomery County Code (1965 Edition, and
being also Article 16 of the Code of Public Laws of Maryland),
to authorize and empower the Mayor and Council of Rockville to
dispose of property in an urban renewal area without public
bidding, but only after a public hearing, notice of which shall be
given by publication for not less than once a week for two weeks
in a newspaper of general circulation published in Montgomery
County. UNDER THE CONDITIONS SPECIFIED IN THIS ACT.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6(b) of Article XII-A of the Charter of the City of
Rockville, Maryland, being Chapter 826 of the 1961 Laws of Mary-
land and Section 48-79(b) of the Montgomery County Code (1965
Edition, and being also Article 16 of the Code of Public Laws of
Maryland), be and it is hereby repealed and re-enacted, with amend
ments, to read as follows:

The municipality may dispose of real property in an urban
renewal area, regardless of whether or not it has been developed,
redeveloped, altered or improved and irrespective of the manner or
means in or by which it may have been acquired, to the United
States of America or the State of Maryland, or any department or
