plates shall constitute prima facie evidence of the operation of an
uninsured motor vehicle.

(c) Violation of the provisions of this section is punishable, upon
conviction, by fine not to exceed five hundred dollars ($500.00) or by
imprisonment for not more than thirty days, or both.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(Senate Bill 234)

AN ACT to repeal and re-enact, with amendments, Section 1 (63)
SECTIONS 1 (63) AND 1 (78) (B) of Chapter 780 of the Laws
of Maryland, 1959 (being also Section 59 68, SECTIONS 59-68
AND 59-83, title "Park and Planning Commission", subtitle "Dis-
trict Plan Generally", Code of Public Local Laws, Prince George's
County, 1963 Edition, and Section 70-74, SECTIONS 70-74 AND
70-89, title "Maryland-National Capital Park and Planning Com-
mission", subtitle "District Plan Generally", Montgomery County
Code, 1965 Edition), and the individual subsections thereof, as the
same were last amended by Chapter 898 of the Laws of Maryland,

1965,  as to subsection (a), Chapter 426 of the Laws of Maryland,

1966,  as to subsection (b), Chapter 769 of the Laws of Maryland,
1965, as to subsection (c), Chapter 816 of the Laws of Maryland,
1963, as to subsection (d), and Chapter 599 of the Laws of Mary-
land, 1965, as to subsection (e), AND CHAPTER 854 OF THE
LAWS OF MARYLAND, 1965, AS TO SECTION K (78) (B),
to clarify the distinctions between General and Master Plans, to
set forth the procedure for adopting, authorizing, and amending
each, to clarify the fact that major sewer and water facilities are
matters which may be included in such plans, and to make uniform
in both Montgomery and Prince George's Counties certain provi-
sions of the law which now apply in only one. , AND FURTHER
TO PROVIDE FOR CHANGES IN PRINCE GEORGE'S COUN-
TY PROCEDURE ON ZONING MAP
AMENDMENTS. , AND
FURTHER TO REMOVE PROCEDURES UNDER WHICH THE
PRINCE GEORGE'S COUNTY PLANNING BOARD CON-
SIDERS ZONING MAP AMENDMENTS AND TO ENABLE
THE COUNTY COMMISSIONERS FOR PRINCE GEORGE'S
COUNTY TO ENACT PROVISIONS WITH REGARD TO THE
SAME SUBJECT MATTER BY ORDINANCE.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1 (63) SECTIONS 1 (63) AND 1 (78) (B) of Chap-
ter 780 of the Laws of Maryland, 1959, as amended, be, and is here-
by, repealed and re-enacted, with amendments, to read as follows:

63. District Plan Generally

(a) General Plan [Authorized: Extent]. The Commission is
