the originals or certified copies of all prior charter papers (including
any special acts) not previously recorded or filed among the records
of the [Commission] Department are delivered to the [Commission]
Department for record, with such affidavit or certificate of complete-
ness as the [Commission] Department may require. The [Commis-
sion] Department shall record all such originals and certified copies
without charge and then return them to the corporation or its
attorney or agent.

130. Recording, Filing and Other Fees.

(a) The [Commission] Department shall charge and collect,
in addition to the bonus tax, if any, the following fees:

(1) For each of the following papers required to be recorded,
a recording fee consisting of a minimum charge of [$10] $15 plus
$2 for each page in excess of five, except as specified herein, and the
filing or special fees, if any, enumerated herein:
