If AT SUCH TIME AS IF EACH AND EVERY PROVISION
OF THIS ACT, WHICH IS APPLICABLE TO THE CONDUCTING
OF THE CONVENTION IS SUBSTANTIALLY COMPLIED WITH
BY THE CONVENTION AND IF a new constitution is proposed by
the Convention, the same shall forthwith be certified by the president
and secretary of the Convention and by them be transmitted to the
Secretary of State who. THE SECRETARY OF STATE MUST NOT
CERTIFY THE NEW PROPOSED CONSTITUTION, UNLESS
EACH AND EVERY PROVISION OF THIS ACT, WHICH WAS
APPLICABLE TO THE CONDUCTING OF THE CONVENTION,
SHALL HAVE BEEN SUBSTANTIALLY COMPLIED WITH BY
THE CONVENTION. HE THEN shall thereupon certify the same to
the board of supervisors of elections of each county and of Baltimore
City. The proposed constitution shall be submitted to the qualified
voters of the State for adoption or rejection at a special referendum
election to be held on May 14, 1968.

The votes cast for and against the constitution proposed by the Con-
vention shall be returned to the Governor in the manner prescribed
by Article XIV of the existing Constitution with respect to votes on
amendments thereof. If a majority of the votes cast ON THIS
PARTICULAR QUESTION at the special referendum election are
cast in favor of the constitution proposed by the Convention, the
Governor shall by his proclamation declare the proposed constitution
to have been adopted by the people of Maryland. The new constitution
shall take effect as provided therein, or as provided in a schedule of
transitional provisions attached thereto.
The Convention may also prepare a schedule of legislation
to complement the proposed constitution, which WITH RESPECT
TO MATTERS INCORPORATED IN THE PRESENT CON-

(72) DELEGATES TO THE CONVENTION AND NO proposed new
constitution shall be finally approved by the Convention for sub-
mission to the voters of this State as provided for in Section 14 15 of
this Act except by the affirmative vote of a majority of the whole
number of OF EIGHTY FIVE (85) OF A MAJORITY OF THE
WHOLE NUMBER OF delegates to the Convention.
14.
THE CONVENTION SHALL ESTABLISH AN INFORMA-
TION SERVICE FOR THE PURPOSE OF REGULARLY COM-
MUNICATING TO THE PEOPLE OF MARYLAND INFORMA-
TION ABOUT ALL PERTINENT ISSUES, AND SHALL FUR-
THER PROVIDE FOR THE PUBLICATION OF THE WHOLE
CONSTITUTION IN SUCH MANNER AND AT SUCH TIMES
AFTER THE CONSTITUTION IS PROPOSED BY THE CON-
VENTION AS WILL ALLOW THE PEOPLE OF MARYLAND
AN OPPORTUNITY TO BECOME INFORMED BEFORE
VOTING ON MAY 14, 1968.
