All matters committed by this Act to the discretion of the
Board of Public Works shall be determined by a majority of said
Board.
Sec. 9. And be it further enacted, That the recodification of the
provisions concerning the Ocean City Convention Hall Commission
and the reconstituting of the Commission as a State agency shall
not be construed or applied to affect the continuity of the agency
heretofore known as the Ocean City Convention Hall Commission.
The Commission which is reconstituted in this Act as a State
Commission is the same Commission as heretofore known as the
Ocean City Convention Hall Commission, subject to the specific
changes made in this Act concerning the status and operations of
the Commission.
Sec. 10. And be it further enacted, That new Sections 396 and
397 be and they are hereby added to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume and 1966 Supplement),
title "Governor—Executive and Administrative Departments," to
be under the new subtitle "Ocean City Convention Hall Commis-
sion," to follow immediately after Section 395 of said Article, and
all to read as follows:
Ocean City Convention Hall Commission
396.
(a) A State Commission to be known as "The Ocean City Con-
vention Hall Commission" is created, with members, duties, powers
and functions provided in this section.
(b) The Commission shall have five members to be appointed
by the Governor for terms of five years, but for the first five years
their terms shall be so arranged that the term of only one member
shall expire in any year. At the expiration of their first appointed
terms, they, or their successors, shall be appointed for terms of five
years each. The Governor shall name one member as chairman and
the Commission shall elect a vice chairman at its first organizational
meeting. At least two of the members shall be either residents or
owners of real property within the corporate limits of Ocean City.
The presence of three members at any meeting shall be a quorum.
(c) The Commission shall be exempt from taxation by the State
and local governments.
(d) The Commission shall acquire at no cost to the State or the
Commission necessary land from the Mayor and Council of Ocean
City and arrange for having a suitable structure erected thereon
for housing religious, business and professional conventions, cultural
conferences, industrial exhibits, trade shows, such other events that
might further stimulate the tourist trade and the economy of the
State of Maryland. The structure shall be known as "Ocean City
Convention Hall." After completion of the structure, the Commis-
sion shall establish policy and adopt rules and regulations as neces-
sary to assure successful operation thereof.
(e) Members of the Commission shall receive no salary, but may
be paid such expenses as they deem reasonable and just by adopting
for the record an order or regulation setting forth the procedure
and method for payment of such expenses. The expense allowances
