Sec. 6. And be it further enacted, That this Act shall take effect
June 1, 1967 BEFORE THIS ACT BECOMES EFFECTIVE IT
SHALL FIRST BE SUBMITTED TO A REFERENDUM OF THE
LEGALLY QUALIFIED VOTERS OF GARRETT COUNTY AT
AN ELECTION TO BE HELD AT THE TIME OF THE ELECTION
OF DELEGATES FOR THE CONSTITUTIONAL CONVENTION.
THERE SHALL BE PRINTED ON THE BALLOTS OR BALLOT
LABELS TO BE USED AT SAID ELECTION THE TITLE OF
THIS ACT AND UNDERNEATH SAID TITLE, ON SEPARATE
LINES, A SQUARE OR BOX TO THE RIGHT OF AND OPPOSITE
THE WORDS: "FOR □" AND A CORRESPONDING SQUARE
OR BOX TO THE RIGHT OF AND OPPOSITE THE WORDS
"AGAINST □,"' SO THAT THE VOTERS OF THE COUNTY SHALL
BE ABLE TO DESIGNATE HIS OR HER DECISION FOR OR
AGAINST THE PROVISIONS OF THIS ACT. IF A MAJORITY OF
THE VOTES CAST IN SAID ELECTION SHALL BE "FOR □"
THEN THE PROVISIONS OF THIS ACT SHALL BECOME EF-
FECTIVE, BUT IF A MAJORITY OF THE VOTES CAST IN THE
ELECTION SHALL BE "AGAINST □" THEN THE PROVISIONS
OF THIS ACT SHALL BECOME OF NO EFFECT AND SHALL
BE NULL AND VOID. THE EXPENSES AND COST OF SUCH
REFERENDUM SHALL BE PAID FOR OUT OF THE GENERAL
FUND OF GARRETT COUNTY SUBJECT TO THE ORDER OF
THE COUNTY COMMISSIONERS.

SEC. 7. AND BE IT FURTHER ENACTED, THAT SUBJECT TO
THE PROVISIONS OF SECTION 6 HEREIN, THIS ACT SHALL
TAKE EFFECT ON JUNE 1, 1967.

(House Bill 879)

AN ACT to repeal and re-enact, with amendments, Section 137 of
Article 2B of the Annotated Code of Maryland (1957 Edition),
title "Alcoholic Beverages," subtitle "Taxation," to provide for a
tax on beer sold or delivered into Garrett County in the amount
of three SIX cents per gallon or fraction for each container sold
or delivered therein in excess of 32 ounces AND TO REQUIRE
A SPECIAL LICENSE FOR THE SALE OF DRAFT BEER.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 137 of Article 2B of the Annotated Code of Mary-
land (1957 Edition), title "Alcoholic Beverages," subtitle "Taxa-
tion," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

In addition to the Maryland tax on beer there shall be levied
and collected on all beer sold or delivered into Garrett County a
tax of two cents (2¢) for each 12-ounce container or less and five
