(18) There shall be one trial magistrate who shall sit at Leonard-
town and who shall receive an annual salary of $6,500.00, plus an
expense allowance for expenses incurred while performing any duties
outside the county for which vouchers have been filed with the
county commissioners. The said trial magistrate may direct the sub-
stitute trial magistrate hereinafter referred to, to sit at such time
and place as public convenience may necessitate AS IN HIS JUDG-
MENT SEEMS ADVISABLE. Neither the trial magistrate nor the
substitute shall act as attorney in the trial of any cases before the
magistrate's court during their respective tenures in office.
The State's Attorney shall be available to attend trials before
said magistrate and to render such legal advice in criminal matters
as the said trial magistrate may request.

(m) In St. Mary's County, the office of substitute trial magistrate
shall receive an annual salary of [$1,200.00] $2,400.00 per year, plus
an allowance for necessary expenses incurred while performing any
duties outside the county for which vouchers have been filed with
the county commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal Section 3(B) of Chapter 1 of the Laws of Mary-
land of 1963, and to reduce the total amount of debt which the
Mayor and City Council of Baltimore is authorized to create under
the terms and provisions of said Chapter 1 from the amount of
Eight Million, Eight Hundred Thousand Dollars ($8,800,000.00)
to an amount not exceeding Six Million, Five Hundred Thousand
Dollars ($6,500,000.00), and providing that nothing in this act
shall change, alter, modify or release: (a) any of the terms and
provisions of said Chapter 1 except in the manner and to the
extent set forth in this act; (b) any of the obligations or liabili-
ties which said municipality has incurred or may incur under the
terms and provisions of any certificates of indebtedness which said
municipality has heretofore issued and sold pursuant to said
Chapter 1 and certain ordinances; and (c) any of the power and
authority vested in said municipality to hereafter issue and sell
its certificates of indebtedness in accordance with the terms and
provisions of said Chapter 1 and certain ordinances.
Whereas, Chapter 1 of the Laws of Maryland of 1963 authorized
the Mayor and City Council of Baltimore (hereinafter sometimes
called "City") to borrow $8,800,000.00 and to use such funds for and
