AN ACT to repeal and re-enact, with amendments, Sections 151, 153,
and 159(c) and (h) (1A) of Article 2B of the Annotated Code
of Maryland (1966 Supplement), title "Alcoholic Beverages," sub-
titles respectively "Boards of License Commissioners," and
"County Liquor Control Boards and Dispensaries," to change the
composition of the Board of License Commissioners for Garrett
County to make the Liquor Control Board for the county act
also as the Board of License Commissioners, to give the Liquor
Control Board when acting the powers of a Board of License
Commissioners and to change the salaries of members of the
Liquor Control Board.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 151, 153, 159(c) and (h) (1A) of Article 2B of the
Annotated Code of Maryland (1966 Supplement), title "Alcoholic
Beverages," subtitles respectively "Boards of License Commissioners,"
and "County Liquor Control Boards and Dispensaries," be and they
are hereby repealed and re-enacted, with amendments, to read as
follows:
151.
The respective boards of county commissioners shall ex officio
constitute the boards of license commissioners in Cecil, Dorchester,
[Garrett,] Howard, Kent and Worcester counties.
153.
In [Harford County and in Caroline County] Caroline, Garrett
and Harford counties, the liquor control board is hereby declared
to be a State agency to administer the provisions of this article
applicable to [Harford County and to Caroline County] each of
these counties, respectively, and as such is clothed with discre-
tionary powers, in granting, refusing, revoking or suspending li-
censes for the sale of alcoholic beverages, within the limits pre-
scribed under this article.
159.
(c) The members of the respective boards shall be appointed
by the Governor with the advice and consent of the Senate. Pro-
vided, that in Somerset County they shall be appointed by the
Governor. In Harford County they shall be appointed by the Board
of County Commissioners. In Garrett County, the members of the
board shall be appointed by the Governor. He shall appoint two
members of the board who are members of that political party which
has elected a majority of the members of the Board of County
Commissioners and one member of the board from that political
party other than the one electing a majority of the Board of County
Commissioners. The appointments shall be confirmed by the mem-
bers of the House of Delegates elected from the county if there
is no resident Senator elected from the county. In Kent County
the County Commissioners shall be ex officio the members of the
