THE DISCRETION OF THE DEPARTMENT IS ADVISABLE.
ANY PERSON FOUND GUILTY OF VIOLATING THE PRO-
VISIONS OF THIS SUBSECTION RELATING TO ANNE
ARUNDEL COUNTY SHALL BE FINED NOT LESS THAN
$100.00 NOR MORE THAN $1,000.00, AND IN ADDITION TO
SUCH FINE THE BOAT SO USED, WITH HER CARGO AND
EQUIPMENT, SHALL BE CONDEMNED AND FORFEITED TO
THE STATE OF MARYLAND.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 742)
AN ACT to repeal and re-enact, with amendments, Section 9(h) of
Article 33 of the Annotated Code of Maryland (1957 Edition
and 1966 Supplement), title "Elections," subtitle "Supervisors of
Elections and Employees," to increase the compensation of elec-
tion judges in Baltimore City and to provide for a period of
instruction for said judges.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9(h) of Article 33 of the Annotated Code of Maryland
(1957 Edition and 1966 Supplement), title "Elections," subtitle
"Supervisors of Elections and Employees," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
9.
(h) In Baltimore City the compensation of judges of elections
is [$25.00] $50.00 per day for each election day. Each judge shall
be required to have at least two (2) hours of instruction with
regard to his or her duties and the handling of election machines
and binders. The $50.00 per day compensation herein provided for
shall be in full payment for any time spent by a judge in either
instruction courses or in the performance of his or her duties on
election day and for all expenses incurred by a judge in the per-
formance of his duties.
(H) IN BALTIMORE CITY THE COMPENSATION OF
JUDGES OF ELECTIONS $35.00 SHALL BE FORTY DOLLARS
($40.00) PER DAY FOR EACH ELECTION DAY. EACH JUDGE
SHALL WHEREVER POSSIBLE BE REQUIRED TO HAVE AT
LEAST TWO (2) HOURS OF INSTRUCTION WITH REGARD TO
HIS OR HER DUTIES AND THE HANDLING OF ELECTION
MACHINES AND BINDERS. EACH JUDGE WHO FAILS TO RE-
CEIVE SUCH INSTRUCTION IN ANY CALENDAR YEAR IN
