The election of county commissioners shall be held on Tuesday
after the first Monday in the month of November, in the year 1954
and on the same day in every fourth year thereafter. There shall
then be elected three commissioners, who shall compose the board
of county commissioners. The County Commissioners shall take
office on December 1st following their election, except if such date
shall fall on a Sunday, holiday or any other day on which the
Court House is not open, in which event they shall take office on
the next succeeding business day on which the Court House is open.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to add new Section 56(7) to Article 88B of the Annotated
Code of Maryland (1964 Replacement Volume), title "State
Police," subtitle "State Police Retirement System," relating to
supplementary payments to certain beneficiaries, or members who
may be retired in the future from the Maryland State Police.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 56(7) be and it is hereby added to Article 88B of
the Annotated Code of Maryland (1964 Replacement Volume), title
"State Police," subtitle "State Police Retirement System," to follow
immediately after Section 56(6) thereof, and to read as follows:
56.
(7) The board of trustees is hereby authorized and directed sub-
ject to the annual appropriation of the necessary funds and in
addition to those provided in accordance with and in the same manner
as that provided in subsections (1), (2), (3), (4), (5), and (6), of
this section, and subject to the conditions hereinafter provided, to
make a supplementary payment to any beneficiary, or member who
may be retired from service in the future, in addition to the benefits
provided in Section 53 of this Article, on the following basis:
(a) Which, when added to the benefits provided pursuant to
Section 53 of this Article is not less than $2,000 per annum; pro-
vided, however, that the said beneficiary, or member who may be
retired from service in the future, is credited with 25 years of service,
and provided that any beneficiary, or member who may be retired
from service in the future, having less than 25 years of creditable
service shall have his supplemental payment reduced in proportion
to the ratio of the number of years creditable service divided by 25,
and provided that no such reduction shall be made for any beneficiary
or member who may be retired in the future who was retired for
disability, and
