the financing of such construction and the placing of any such project
in operation. Any obligation or expense heretofore or hereafter in-
curred by said University for preparation of plans and specifica-
tions, and other engineering services in connection with the con-
struction of any such project shall be regarded as a part of the cost
of such project and may be reimbursed to said University out of the
proceeds of the revenue bonds hereinafter authorized; (3) the term
"housing unit" and the term "housing units" shall mean and embrace
housing facilities and living accommodations and such facilities as
eating facilities, recreational facilities, student facilities, student
union buildings, additions to existing student union buildings and
combined housing and student facilities, and any combination
thereof; and (4) the term "related facilities" shall mean and embrace
but shall not necessarily be limited to eating facilities, recreational
facilities and student facilities.

259V.

In order to provide additional facilities for the University of Mary-
land, the University of Maryland is hereby authorized and empow-
ered, from time to time:

(a)  to acquire, construct, equip, maintain, repair and operate one
or more housing units for students, both graduate and undergrad-
uate, and their families, if married, enrolled at the University of
Maryland in its schools, colleges, divisions, institutes, branches and
departments in College Park, Baltimore City, Baltimore County and
Princess Anne, and, in the case of any housing unit in Baltimore, for
members of the house staff of the University Hospital and their
families;

(b)  to convert existing facilities to serve as housing units for any
of the persons specified in subsection (a) above and to equip, main-
tain, repair and operate such converted facilities;

(c)  to issue revenue bonds of the University for the purpose of
paying all or any part of the cost of any one or more of said housing
units, the aggregate principal amount of said revenue bonds not to
exceed $7,000,000 except as hereinafter provided;

(d)  to fix and revise from time to time, fees, rents and other
charges for the use of such housing units;

(e)  to acquire, hold and dispose of real and personal property in
the exercise of its powers and the performance of its duties under
Sections 259U-259AD, inclusive, of this sub-title;

(f)  to make and enter into all contracts and agreements, includ-
ing loan agreements to provide financing during periods of construc-
tion, necessary or incidental to the performance of its duties and the
execution of its powers under Sections 259U-259AD, inclusive, of
this sub-title, and to employ consulting engineers, attorneys, con-
struction and financial experts and such other employees and agents
as may be necessary in the opinion of its Board of Regents and to
fix their compensation; provided that all such acts and agreements
shall be payable solely from the proceeds of revenue bonds issued
under the provisions of Sections 259U-259AD, inclusive, of this sub-
title, or from funds otherwise provided;

(g)  to receive and accept from the United States of America or
any agency thereof grants for or in aid of the construction of any
