Funds", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(f) Transfer to Motor Vehicle Revenue Fund—for Maintenance
Purposes—[In case of an emergency whereby the Motor Vehicle Rev-
enue Fund created by Section 341 of Article 66½] In any fiscal year
when the distribution to the State Roads Commissions (under Section
38 of Article 89B of the Annotated Code of Maryland) from the Motor
Vehicle Revenue Fund (created by Section 341 of Article 66½ of
such Code is insufficient to maintain properly the State highway
system, the State Roads Commission, with the consent of the Gov-
ernor and under the provisions of Section 8 of Article 15A of such
Code, may in any fiscal year, transfer from the Construction Fund
described in this section, to the Motor Vehicle Revenue Fund, a sum
not to exceed [ten million dollars ($10,000,000.00)], twelve million
dollars ($12,000,000.00) in such fiscal year, such funds, when so
transferred, to be used for the maintenance and operation of the State
highway system.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(Senate Bill 399)
AN ACT to repeal and re-enact, with amendments, subsection (s)
of Section 5 of Article 62B of the Annotated Code of Maryland
(1964 Replacement Volume), title "Maryland Port Authority,"
amending the State law concerning the Maryland Port Authority
and specifically the subsection relating to contracts entered into
by the Maryland Port Authority to provide that certain contracts
for certain projects performed in, on, upon or in connection with
the Port of Baltimore in the Patapsco River Estuary shall require
the payment of wages to the classifications of laborers, mechanics
and apprentices employed on such projects in an amount not less
than the minimum hourly wage rates as established by the Board
of Estimates of the City of Baltimore for certain public works
performed under certain contracts made by the Mayor and City
Council of Baltimore.
Section 1. Be it enacted by the General Assembly of Maryland,
That subsection (s) of Section 5 of Article 62B of the Annotated
Code of Maryland (1964 Replacement Volume), title "Maryland Port
Authority," be and is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(s) Contracts. To make and enter into all contracts and agree-
ments necessary or incidental to the performance of its duties and
the execution of its powers under this article; provided, however,
