AN ACT to repeal and re-enact, with amendments, Section 23 (d)
and Section 24 (c) of Article 100 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1966 Cumulative Supple-
ment), title "Work, Labor and Employment", subtitle "Employ-
ment of Minors", and to repeal Section 24 (g) and Section 40 of
Article 100 of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1966 Cumulative Supplement), title "Work,
Labor and Employment", subtitle "Employment of Minors", to
designate the Superintendent of Schools in each county as the
issuing authority for employment certificates for minors, AMEND-
ING THE LAWS CONCERNING THE ISSUE OF SUCH CER-
TIFICATES providing for a health certificate to be furnished by
any licensed physician and removing the fee now paid by the
Department of Labor and Industry for physical examinations and
issuance of employment certificate for minors in the counties.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 23 (d) and Section 24 (c) of Article 100 of the Anno-
tated Code of Maryland (1964 Replacement Volume and 1966 Cumu-
lative Supplement), title "Work, Labor and Employment", subtitle
"Employment of Minors", be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

(d) Certificates shall be issued in Baltimore City only by the Com-
missioner of the Department of Labor and Industry and in the coun-
ties by the [Commissioner or by some person designated in writing
by the Commissioner.} county Superintendent of Schools or by any
person designated by the county Superintendent of Schools. [Em-
ployment certificates for minors 14 and 15 years of age shall be
issued only upon application of the parent, guardian or legal cus-
todian of the minor or if the minor have no parent, guardian or
legal custodian then by next friend. , but no certificate shall be issued
by any person for any child then in, or about to enter such person's
own employment or the employment of a firm or corporation of
which said person is a member, officer or employee.] Employment
certificates shall be of 4 classes, general employment certificates,
vacation employment certificates, special employment certificates,
and coordination employment certificates. General employment cer-
tificates shall entitle the minor to work during the entire year, vaca-
tion employment certificates shall entitle the minor to work during
such time as the minor is not required to attend public or private
school under the provisions of the State school attendance law.
Special employment certificates shall be issued to a minor found
incapable of profiting by further educational instruction as provided
in Section 38, and a coordination certificate shall be issued to a minor
who is participating in a school work coordination plan as provided
in Section 39.
