the same; to prepare or aid in the preparation of any bill or resolution
when requested so to do by any member of the General Assembly; to
preserve and collate all information obtained, carefully indexed and
arranged so as to be at all times easily accessible to State officials and
open to the inspection of the general public; and to have an office at
Annapolis [during the sessions of the General Assembly, in order to
facilitate the work of the Department for members of the General
Assembly].
Sec. 2. And be it further enacted, That Sections 9 and 106 of
Article 41 of said Code (1957 Edition), subtitles "General Provi-
sions" and "State Manual," be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

Prior to the adoption of any rule or regulation by an officer or
department of the executive branch of the State of Maryland under
any rule-making power granted by the General Assembly of Mary-
land, the said rule or regulation shall be submitted to the Attorney
General of Maryland for approval as to its legality. Every officer,
department, board, commission, bureau and similar agency of the
State government other than those within the Legislative and Judi-
ciary Departments who has power to make, promulgate, adopt or
enforce rules and regulations shall file copies thereof with the Clerk
of the Court of Appeals, with the Secretary of State and with the
State Department of Legislative Reference. No rule or regulation
hereafter made, promulgated or adopted shall be effective until after
compliance with this section. Any rule or regulation, filed as required
by this section, shall be admissible as evidence in any court proceed-
ing, upon certification by the Clerk of the Court of Appeals. Nothing
in this section shall relieve any officer, board or commission of any
legal requirement as to the publication or other notice of the adoption
or promulgation of such rules and regulations.

The said manual shall be distributed as follows: Twenty-five copies
bound in cloth to the Maryland State Library; ten copies, two of
which shall be bound in cloth, to each of the members of the legis-
lature; one copy to each public or private school or educational
institution in the State of Maryland; fifty copies bound in cloth to the
State Department of Legislative Reference, for exchange with other
states; and the Secretary of State is hereby authorized to make such
further distribution as he deems necessary or desirable.
Sec. 3. And be it further enacted, That Section 27 of Article 40
of the Code (1965 Supplement), title "General Assembly," subtitle
"Legislative Council," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
27.
There is hereby created a Legislative Council. Said Council shall
be composed of twenty members, as follows:
(1) From the Senate: The President, the chairman of the finance
committee, the chairman of the judicial proceedings committee, the
