(VII) REQUIRE THE DEPARTMENT, PRIOR TO ITS DECI-
SION, TO SUBMIT THE COUNTY PLAN OR AMENDMENT OR
REVISION THEREOF TO THE DEPARTMENT OF WATER RE-
SOURCES WHICH SHALL ADVISE THE DEPARTMENT OF
MATTERS PERTAINING TO WATER ALLOCATION, ADE-
QUACY OF INDUSTRIAL WASTE TREATMENT AND THE
EFFECT OF PROPOSED WITHDRAWALS AND WASTE DIS-
CHARGES ON WATERS OF THE STATE.

(C) (VIII) Authorize the Department to approve or disapprove
county plans submitted in accordance with subsection (b).
THIS
SECTION. The Department may approve a county plan in part,
provided that the part approved includes all of the required elements
for such plan. When a county plan is disapproved in whole or in part,
the Department shall notify the county in writing, setting forth the
reasons for such disapproval.

2. THE GOVERNING BODY OF THE COUNTY, WITHIN
SIX MONTHS FROM THE NOTIFICATION OF A DIS-
APPROVAL, SHALL HAVE THE RIGHT TO APPEAL THE
ACTION OF THE DEPARTMENT TO THE STATE BOARD OF
HEALTH AND MENTAL HYGIENE FOR RECONSIDERATION
IN ACCORDANCE WITH THE REGULATIONS ADOPTED
UNDER THIS SECTION.

(D) 3. The Department may conduct studies, surveys, investiga-
tions, research, and analyses to accomplish the purposes of this sub-
section.

(E) 4. The cost of preparing county plans and revisions or
amend- ments thereto may be partially financed by State and Federal
funds,
MENTS THERETO MAY BE FINANCED IN PART, as
provided in subsection (a) 1 of Section 887-B.

(F) For purposes of this subsection, the Department shall co-

operate with all appropriate Federal, State, interstate, and local

units of government, and with appropriate private organizations.
(d) Conformance to approved county plan

(1) The Department shall prescribe the time within which the

governing body of each county shall submit amendments or revisions
of county plans.

(2) 1. Within six months after the submission of a county plan,
amendment, or revision thereof, the Department shall approve or
disapprove that county plan, amendment, or revision thereof. Any
county plan, amendment, or revision thereof which has been submitted
in accordance with this section and which has not been disapproved
by the Department within the time required by this subsection shall
be deemed to be approved.

(3) 2. After nine months following the submission of a county
plan, amendment, or revision thereof, no community water supply or
sewerage system, or individual water supply or individual sewerage
system may be installed
OR EXTEND in those ANY geographic areas
to which such county plan, amendment, or revision thereof relates,
unless the
