authorized to use such monies as are necessary (1) as matching
State funds for new or improved highway projects constructed under
the Appalachia program as approved by the Congress of the United
States; (2) as matching State funds under any highway safety pro-
gram enacted by the Congress of the United States; (3) to pay all or
part of the costs of constructing highway projects not in the Com-
mission's Twenty Year Needs Study which the Commission shall
determine are necessary to prevent traffic accidents on certain high-
ways and provide greater safety to the traveling public; (4) to
advance the construction of certain highway or bridge projects in-
cluded in the Commission's Twenty Year Needs Study in cases where
the Commission determines that such advanced construction is neces-
sary for the safety of the traveling public or the economic welfare of
the area; and (5) to pay all or part of the costs of highway projects
made necessary by population shifts, and the creation of new resi-
dential, commercial and industrial centers and the resulting increase
in traffic demands.

(b) The Commission is directed, on or before July 1, 1966, to pre-
pare a highway construction and reconstruction program listing the
highway projects authorized by this Act. The program shall list the
projects to be constructed and the reason for such construction. The
program shall also include estimated costs of the projects and the
dates when the Commission estimates the projects will begin. All
such projects are subject to the approval of the Governor. When such
program is approved by the Commission and the Governor it shall
have the force and effect of law. A copy of such program shall be
filed with the Secretary of the Commission and the Secretary of the
State of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1966.

CHAPTER 551
(Senate Bill 474)

AN ACT to repeal and re-enact, with amendments, Section 9 (38)
of Article 81 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Revenue and Taxes", sub-title "What Shall
Be Taxed and Where", exempting all poultry from assessment and
taxation.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9 (38) of Article 81 of the Annotated Code of Mary-
land (1965 Replacement Volume), title "Revenue and Taxes", sub-
title "What Shall Be Taxed and Where", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

9.

(38) All [young] poultry [, including chickens, ducks, turkeys
and guineas, not more than 6 months of age and not kept for repro-
ductive purposes].

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
