(g) The County Commissioners may make annual appropriations
to meet both current expenses and capital requirements, including
the purchase of land, as may be necessary to establish and maintain
this department. In addition, the County Commissioners may borrow
funds to purchase land and to establish headquarters and stations
in such localities as, after consultation with the Board, they deem
advisable for the enforcement of the laws of the State in Harford
County. The title to property and equipment of the department shall
be vested in the County Commissioners of Harford County, and they
are hereby authorized, in their discretion, to sell and dispose of such
property, real or personal, determined by the Commissioners to be
of no further use to the Department.
(h) The Chief of Police, with the approval of the Police Board,
shall have the authority, subject to the limits of available funds, to
organize a training program either under its own supervision or in
cooperation with other governmental units of the State of Mary-
land, or by utilizing the training program of the Department of
Maryland State Police.
(i) The Sheriff of Harford County, with the consent of the County
Commissioners, is authorized to transfer to the Department surplus
equipment suitable for its operation and maintenance.
(j) The Chief of Police shall have full powers of administration
and the authority to assign, reassign and transfer each employee of
the Department to service at such stations, and within the limits of
this Act, to perform such duties as he shall designate.
(k) The provisions of this section do not affect or modify Section
of this Code.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Section 157 of the
Code of Public Local Laws of Howard County (1965 Edition, being
Article 14 of the Code of Public Local Laws of Maryland), title
"Howard County", subtitle "Jurors", to amend the existing law to
allow for a possible increase in the number of jurors impaneled in
Howard County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 157 of the Code of Public Local Laws of Howard County
(1965 Edition, being Article 14 of the Code of Public Local Laws of
Maryland), title "Howard County", subtitle "Jurors", to amend the
existing law to allow for a possible increase in the number of jurors
impaneled in Howard County.
