more years of creditable service may elect to receive a vested retire-
ment allowance in lieu of the return of his accumulated contribu-
tions. The vested retirement allowance shall be a deferred allowance
commencing at age sixty and shall consist of:

(a)    An annuity which shall be the actuarial equivalent of the
member's accumulated contributions at age sixty; and

(b)    A pension computed as provided under paragraphs (b), (c)
and (e) of Section 113 (2) of this Article on the basis of his credit-
able service and average final compensation at the time his service is
terminated.

Should the member who has elected a vested retirement allowance
request the return of his contributions or die prior to the date when
the first payment of his retirement allowance becomes normally due,
the amount of his accumulated contributions shall be returned and no
further benefit shall be due or become payable on account of his
previous membership.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1966.

CHAPTER 511
(Senate Bill 221)

AN ACT to authorize and empower the County Commissioners of

Charles County to borrow in their discretion upon the faith and

credit of said County an amount not exceeding One Hundred and

Sixty Five Thousand Dollars ($165,000.), and to issue bonds there
for, for the purpose of contributing to the cost of constructing and
equipping a non profit nursing home, and providing for the levy
of taxes in Charles County for the payment of principal and inter-
est on such bonds.

AN ACT TO REPEAL AND RE-ENACT, WITH AMENDMENTS,
SECTION 39 OF THE CODE OF PUBLIC LOCAL LAWS OF
CHARLES COUNTY (1965 EDITION, BEING ARTICLE 9 OF
THE CODE OF PUBLIC LOCAL LAWS OF MARYLAND),
TITLE "CHARLES COUNTY," SUBTITLE "COUNTY COM-
MISSIONERS", TO AMEND LAWS AUTHORIZING THE
COUNTY COMMISSIONERS OF CHARLES COUNTY TO
MAINTAIN AND OPERATE A NURSING HOME IN THE
COUNTY AND TO PLACE A LIMITATION ON THE AMOUNT
OF FUNDS WHICH THE COUNTY MAY APPROPRIATE AN-
NUALLY FOR THIS PURPOSE.

Section 1. Be it enacted by the General Assembly of Maryland,

That the County Commissioners of Charles County be and they are

hereby authorized and empowered to borrow at one time, or from

time to time, on the faith and credit of said County, a sum or sums

not exceeding in the aggregate One Hundred and Sixty Five Thou-

sand Dollars ($165,000.) and to issue and sell bonds therefor, the
