Sec. 2. And be it further enacted, That notice that the question
of calling a Constitutional Convention will be submitted to the voters
shall be given in the same manner and for the same time as required
by Section 12 of Article 33 of the Annotated Code of Maryland
(1957 Edition, as amended). All other State and local officials shall
do all those things which are appropriate in regard to the holding
of this special election and that are required under the general elec-
tion laws.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immedi-
ate preservation of public health and safety and, having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, this
Act shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sections 441,
445, and 448, and to repeal Sections 442 and 443 and enact new
Sections 442 and 443 to stand in place of the repealed Sections, all
of Article 27 of the Annotated Code of Maryland (1957 Edition),
title "Crimes and Punishments," subtitle "Pistols," changing rec-
ord keeping and notification requirements for the sale of pistols
and revolvers, eliminating special provisions for the sale of pistols
and revolvers in St. Mary's County, PRE-EMPTING FOR THE
STATE THE RIGHTS OF ALL SUBORDINATE JURISDIC-
TIONS TO REGULATE THE SALE AND TRANSFER OF PIS-
TOLS AND REVOLVERS, restricting the sale and trans-
fer of pistols and revolvers, requiring a prospective purchaser or
transferee to make application for the purchase or transfer of
such pistols and revolvers, prescribing a waiting period between
the time of forwarding the application to designated authorities
and the time of purchase or transfer, establishing conditions of
disapproval by the designated authorities, establishing a court
procedure to appeal such disapproval, requiring and providing
generally for applications for and revocations of licenses for per-
sons engaged in the business of selling pistols and revolvers, estab-
lishing a court procedure to appeal the disapproval of the applica-
tion for or revocation of such dealer's license, increasing the
classes of persons to whom it shall be unlawful to sell or transfer
pistols or revolvers, increasing the classes of persons who are
prohibited from possessing pistols and revolvers, increasing the
penalties for violations of this subtitle, and generally relating to
the sale and transfer of pistols and revolvers AND TO REPEAL
AND RE-ENACT, WITH AMENDMENTS, SECTION 36(a) OF
THE SAID ARTICLE OF THE CODE (1965 SUPPLEMENT),
SUBTITLE "CRIMES AND PUNISHMENTS," SUBHEADING
"CONCEALED WEAPONS," TO CHANGE THE PENALTIES
FOR THE CARRYING OR WEARING OF CONCEALED WEA-
PONS IN THIS STATE.
