year, or both, in the discretion of the court; and for the second, or
subsequent offense, shall be fined not more than $500.00 or imprisoned
not more than two years, or both, in the discretion of the court.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to add new Sections 306B and 306C to Article 27 of the
Annotated Code of Maryland (1965 Supplement), title and sub-
title "Crimes and Punishments," subheading "Health—Narcotic
Drugs," to follow immediately after Section 306A thereof; and to
repeal and re-enact, with amendments, Section 101 of Article 35
of the Annotated Code of Maryland (1965 Replacement Volume),
title "Evidence," subtitle "Records of Health and Mental Re-
search;" and to repeal and re-enact, with amendments, Section 10
of Article 75C of said Code, title "Prohibited Action," subtitle
"Health and Mental Research," to authorize State and local agen-
cies to release certain information to the Maryland Commission
to Study Problems of Drug Addiction, to make such information
confidential and to make it a crime to divulge this information,
and to provide a penalty for such crime.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 306B and 306C be and they are hereby added to
Article 27 of the Annotated Code of Maryland (1965 Supplement),
title and subtitle "Crimes and Punishments," subheading "Health—
Narcotic Drugs," to follow immediately after Section 306A thereof;
to repeal and re-enact, with amendments, Section 101 of Article 35
of the Annotated Code of Maryland (1965 Replacement Volume),
title "Evidence," subtitle "Records of Health and Mental Research,"
and to repeal and re-enact, with amendments, Section 10 of Article
75C of said Code, title "Prohibited Action," subtitle "Health and
Mental Research," all to read as follows:

All employees, agencies, boards, commissions or other bodies of
the State or any of its political subdivisions, are authorized to re-
lease any records, reports, statements, notes, and other information
dealing with the problem of drug addiction to the Maryland Com-
mission to Study Problems of Drug Addiction. This includes the re-
lease of names of individuals with drug problems. This authorization
will expire on January 1, 1968.

(a) All records, reports, statements, notes and other information
which has been assembled or procured by the Maryland Commission
to Study Problems of Drug Addiction for purposes of research and
