(d) The Commission and the General Assembly shall have power
to grant immunity to any person from prosecution, or from any
penalty or forfeiture, for or on account of any transaction, matter or
thing concerning which said person testifies or produces evidence,
documentary or otherwise.
Sec. 2. And be it further enacted, That this act shall take effect
contingent upon and contemporaneous with the adoption by the
people of an amendment adding new Sections 4A and 4B to Article
IV of the Constitution of this State proposed by chapter 773 of the
Acts of 1965. (House Bill No. 21.)
Sec. 3. And be it further enacted, That subject to the provisions
of Section 2 of this Act shall take effect on June 1, 1966.

(House Bill 80)
AN ACT to add new Section 13A to Article 10 of the Annotated Code
of Maryland (1965 Supplement), title "Attorneys at Law and
Attorneys in Fact," subtitle "Misconduct of Attorneys—Negli-
gence—Disbarment—Suspension," to follow immediately after
Section 13 thereof, to further define the meaning of the term "Bar
Association" as it is applied to county bar associations in the Rules
of the Court of Appeals of Maryland applicable generally to dis-
ciplinary proceedings against lawyers in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 13A be and it is hereby added to Article 10 of the
Annotated Code of Maryland (1965 Supplement), title "Attorneys
at Law and Attorneys in Fact," subtitle "Misconduct of Attorneys—
Negligence—Disbarment—Suspension," to follow immediately after
Section 13 thereof, and to read as follows:
13A.
The term "Bar Association" as used in Rule BV1 (b) of the Mary-
land Rules shall mean, as to a county bar association, that association
with the greatest number of members who are residents of said
county and who maintain their principal office for the practice of law
in the county.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
