troller of the Treasury as other State taxes. Such tax shall be
payable without interest at any time on or before April 15, of
each and every year, commencing on April 15, 1962, and if such tax
be not paid as above provided, then the said tax shall thereafter
bear interest at the rate of one half of one per cent (½ of 1%) for
each month or fraction of a month, and if such tax be not paid before
the first day of December following, a penalty of five per cent
(5%) on the amount thereof shall be added: Provided, however, that
if by reason of any law of any foreign jurisdiction an association
chartered in this State and doing business in such other jurisdic-
tion is required to pay a franchise tax to said foreign jurisdiction
based upon its free shares purchased in the State of Maryland,
then the tax imposed by this section shall be reduced to the extent
of such additional franchise tax so paid to said foreign jurisdiction.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1966.

AN ACT to repeal and re-enact, with amendments, Section 3A (c)
of Article 62 of the Annotated Code of Maryland (1965 Supple-
ment), title "Marriages," to increase the fee for performing civil
marriage ceremonies in Montgomery County, and to provide for
allocation and distribution of the fee between the clerks, the county
and the Montgomery County Historical Society, Inc.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3A (c) of Article 62 of the Annotated Code of Maryland
(1965 Supplement), title "Marriages," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
3A.
(c) [The] Except in Montgomery County clerks, deputies or
other clerks shall receive for performing a marriage ceremony a fee
of ten dollars ($10.00), of which three dollars ($3.00) shall be re-
tained by the clerks and deposited and disbursed in the same manner
as other fees collected by the clerks, and the remaining seven dollars
($7.00) of the fee shall be paid by the clerks monthly into the
general funds of the county or City of Baltimore, except that in
Garrett County, the clerk shall pay five dollars ($5.00) of the re-
maining seven dollars ($7.00) monthly into the general funds of the
county and forward the remaining two dollars ($2.00) to the Garrett
County Historical Society for its general use. In Montgomery County,
the clerks, deputies or other clerks shall receive a fee of twelve
dollars ($12.00), which shall be allocated, and disbursed as follows:
three dollars ($3.00) shall be retained by the clerks, seven dollars
($7.00) shall be paid over to the general funds of Montgomery
County; and two dollars ($2.00) shall be paid over by the clerks
quarterly on July 1, October 1, January 1, and April 1, of each
year to the Montgomery County Historical Society, Inc., for its
