of Vehicles Upon Highways" authorizing the use of flashing amber
lights on certain vehicles and equipment of the State Roads
Commission.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 287 (b) of Article 66½ of the Annotated Code of Mary-
land (1957 Edition and 1965 Supplement) title "Motor vehicles",
subtitle "Operation of Vehicles Upon Highways" be and is hereby
repealed and re-enacted, with amendments, to read as follows:
287.
(b) Red light visible from front; flashing amber lights on [tow
truck] certain vehicles.
No person shall drive or move any vehicle or equipment upon any
highway with any lamp or device thereon displaying a red light
visible from directly in front thereof except authorized emergency
vehicles. Provided further, that nothing in this section shall prohibit
the display of a flashing amber light by:
1. Tow trucks while at the scene of an accident or the disablement
of a vehicle and while towing the vehicle on the road from the scene
of an accident or disablement of a vehicle.
2. Vehicles or equipment of the State Roads Commission in the
course of snow removal and road repair.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Section 53 of
Article 77 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Public Education", subtitle "County Board of Ed-
ucation", specifying that the County Superintendents of Schools
shall not be deemed public officers under the laws of this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 53 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education", subtitle
"County Board of Education", be and the same is hereby repealed
and reenacted, with amendments, to read as follows:
53.
The county superintendent of schools shall be the executive officer,
the secretary and treasurer of the county board of education [.]
, but shall not be deemed a public officer under ,the laws of this State.
He shall attend all meetings of the board and of its committees, ex-
cept when his own tenure, salary, or the administration of his office
