Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 217
(Senate Bill 89)

AN ACT to repeal and re-enact, with amendments, Section 12 (b) of
Article 33 of the Annotated Code of Maryland (1965 Supplement),
title "Elections", subtitle "General Powers and Duties of Super-
visors of Elections", relating to the manner of giving notices of
elections in Baltimore City.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12 (b) of Article 33 of the Annotated Code of Mary-
land (1965 Supplement), title "Elections", subtitle "General Powers
and Duties of Supervisors of Elections", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

12.

(b) In Baltimore City, such notice as prescribed in subsection (a)
of this section shall be given five (5) days before the date of the elec-
tion by advertisement in all the daily newspapers [, and in only daily
newspapers] and in one or more MAY BE GIVEN FIVE (5) DAYS
BEFORE THE DATE OF THE ELECTION BY ADVERTISE-
MENT IN ONE OR MORE WEEKLY OR semi-weekly newspapers
published in Baltimore City and having a circulation of not fewer
than 20,000 paid subscribers,
which will publish the same at their
current rate for commercial advertising.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 218
(Senate Bill 113)

AN ACT to repeal Section 240A of Article 48A of the Annotated
Code of Maryland (1965 Supplement), title "Insurance Code",
subtitle "15. Unfair Trade Practices", and to enact new Section
240A in lieu thereof, to stand in the place of the section repealed,
to require insurers to give a specified noticeS to policyholders
whenever the insurer gives notice of intention INTENDS not to
renew a policy of motor vehicle liability insurance or when it
cancels any such policy, to provide for the form, content and time
