herein shall limit or adversely affect the jurisdiction and authority
of any police department or police agency in the jurisdiction in
which such areas are located.
Police officers of Department—powers and duties.

(a) All police officers of the department, including such other
members thereof who may be designated by the Commissioner from
time to time to exercise the powers and duties of police officers, shall
be peace officers and shall have the same powers, with respect to
criminal matters, and the enforcement of the laws related thereto,
as sheriffs, constables, police and peace officers possessed at com-
mon law and have in their respective jurisdictions. Any person
charged with commission of crime in the City of Baltimore, or in
those areas outside the corporate limits of Baltimore City owned,
controlled, operated or leased by the Mayor and City Council of Balti-
more, and against whom criminal process shall have issued, may be
arrested upon the same in any part of the State by police officers of
the department, as constituted and established by this subtitle.
(b) All police officers of the department shall have and enjoy
all the immunities and matters of defense now available, or such as
hereafter may be made available, to sheriffs, constables, police and
peace officers in any suit, civil or criminal, brought against them in
consequence of acts done in the course of their official duties.
Police Commissioner of Baltimore City—in general.

The affairs and operations of the department shall be supervised
and directed by a commissioner of police, who shall function as the
chief police and executive officer of the department, and be known
as the Police Commissioner of Baltimore City.
Police Commissioner of Baltimore City—appointment, salary,
oath, bond, removal.

(a) The Police Commissioner of Baltimore City shall be ap-
pointed by the Governor of Maryland for a term of six years, the
first such term to commence July 1, 1966, and continue until a
successor is appointed and qualified as herein provided, but no person
shall be eligible for such appointment unless he shall be a citizen
of the United States, not less than 30 years of age, and have not
less than five years' administrative experience sufficiently broad,
responsible and technical to prepare him to function effectively at
the desired level of police commissioner. SUCH PERSON NEED
NOT BE A RESIDENT OF THE CITY OF BALTIMORE AT THE
TIME OF APPOINTMENT, BUT IF NOT A RESIDENT AT SUCH
TIME, THE PERSON SO APPOINTED SHALL BECOME A RESI-
DENT OF THE CITY OF BALTIMORE WITHIN SIX MONTHS
AFTER HIS APPOINTMENT, AND ANY SUCH APPOINTEE
SHALL THEREAFTER REMAIN A RESIDENT DURING
THE TERM OF HIS OFFICE. In determining and assessing the
qualifications for appointment to the office of police commis-
