AN ACT to add a new Section 330 to Article 77 of the
Annotated Code of Maryland (1957 Edition and 1965
Supplement), title "Public Education," to follow imme-
diately after Section 329 thereof, and to be under the
new subtitle "Chapter 37. Educational—CULTURAL Tele-
vision," providing for the development, operation, and mainte-
nance of a system of State, regional and local education television
facilities and programs by the State Department of Education and
the several local Departments of Education; creating an Advisory
Committee COMMISSION on Educational Television, and provid-
ing generally for its membership, powers and duties; and relating
generally to the facilities and programs for educational television
in this State TO CREATE A MARYLAND EDUCATIONAL—
CULTURAL TELEVISION COMMISSION TO DEVELOP, OP-
ERATE, AND MAINTAIN A STATEWIDE EDUCATIONAL
AND CULTURAL TELEVISION SYSTEM, TO PROVIDE FOR
THE APPOINTMENT, QUALIFICATIONS, POWERS, DUTIES,
AND COMPENSATION OF THE MEMBERS OF THE COMMIS-
SION, TO PROVIDE FOR THE RESPONSIBILITY OF THE
STATE BOARD OF EDUCATION FOR PROGRAMS FOR PRI-
MARY, SECONDARY, AND ADULT EDUCATION IN THE
STATE AND THE RESPONSIBILITY OF THE COMMISSION
FOR PROGRAMS FOR THE PUBLIC, TO PROVIDE FOR THE
USE OF EDUCATIONAL—CULTURAL TELEVISION FACILI-
TIES IN THE STATE, TO PROVIDE FOR FINANCING OF
THE SYSTEM AND TO TRANSFER CERTAIN FUNDS FOR
THE USE OF THE COMMISSION.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 330 be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1957 Edition and 1965 Supplement),
title "Public Education" to follow immediately after Section 329
thereof, and to be under the new subtitle "Chapter 37. Educational—
CULTURAL Television," and to read as follows:

(a) Within the limits of budgetary appropriations from time to
time, the THE State Department of Education and the several local
Departments of Education shall develop, operate and maintain a
system of State, regional, and local educational television facilities
and programs in this State, SUBJECT TO PRIOR APPROVAL BY
THE ADVISORY COMMISSION OF EDUCATIONAL TELEVI-
SION AS TO ALL NON-INSTRUCTIONAL PROGRAMS FOR THE
GENERAL PUBLIC. These facilities and programs shall be designed
and conducted as being complementary to the system of public edu-
knowledge and the improvement of the educational, cultural, and
esthetic life and values of the people of this State. The facilities
shall not be used for and the programs shall not be devoted to a
presentation of biased or one-sided aspects of partisan politics, or
