Sec. 3. And be it further enacted, That the actual cash proceeds
derived from the sale of the bonds authorized to be issued under the
provisions of this Act, not exceeding the par value thereof, shall be
used exclusively for the following purposes, to wit:

(a)    So much thereof as may be necessary, in addition to the
premiums realized from the sale, if any, for the cost of issuance,
including the expense of engraving, printing, advertising, attorney's
fees, and all other incidental expenses connected therewith; and

(b)    The remainder of such proceeds shall be used for the acquisi-
tion, by purchase, condemnation or any other legal means, of land
or property, or any rights therein, located within or outside the boun-
dary lines of Baltimore City, and for establishing, erecting, construct-
ing and equipping a new modern and adequate incinerator or reduction
plant for the disposal of rubbish, refuse and/or garbage and any and
all facilities and appurtenances necessary or useful in connection with
the use and operation of such modern incinerator or reduction plant
on said land or property or on any other land or property now or here-
after owned or controlled by the Mayor and City Council of Baltimore,
and for doing any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the matters or things
hereinbefore mentioned.

Sec. 4. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 178
(House Bill 572)

AN ACT to repeal and re-enact, with amendments, Sections 20(k)
(1), 20(k) (2) and 20(k) (3) of Article 2B of the Annotated Code
of Maryland (1957 Edition and 1965 Supplement), title "Alco-
holic Beverages," subtitle "Beer, wine and liquor licenses, Class
C," to permit certain veterans' clubs, fraternal and service or-
ganizations, and yacht clubs in Prince George's County to sell and
serve, under certain conditions, alcoholic beverages on Sunday.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 20(k)(l), 20(k)(2) and 20(k)(3) of Article 2B of
the Annotated Code of Maryland (1957 Edition and 1965 Supple-
ment), title "Alcoholic Beverages," subtitle "Beer, wine and liquor
licenses, Class C," be and they are hereby repealed and re-enacted,
with amendments to read as follows:

20.

(k)(l) In Prince George's County such a license shall be issued
to any local unit of a nationwide bona fide non-profit organization
