CHAPTER 172
(Senate Bill 570)

AN ACT to add new Section 36A to Article 88A of the Annotated
Code of Maryland (1964 Replacement Volume), title "State De-
partment of Public Welfare", subtitle "Training Schools for Delin-
quent Children", to follow immediately after Section 36 thereof,
providing for contracts, suspension or dismissal of teachers at the
Maryland Training School for Boys, Montrose School for Girls,
and Boys' Village of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland.
That new Section 36A be and it is hereby added to Article 88A of the
Annotated Code of Maryland (1964 Replacement Volume), title
"State Department of Public Welfare", subtitle "Training Schools
for Delinquent Children", to follow immediately after Section 36
thereof, and to read as follows:

36A. In fiscal 1966-67 and thereafter, teachers employed at said
institutions by the Maryland Department of Welfare
HIRING
AGENCY shall be given a contract which is substantially the same
as the "Teacher's Contract" or "Teacher's Contract
Provisional"
for public school teachers as specified in Bylaws 621:2 and 621:3, as
adopted by the Maryland State Board of Education. The Board of
Public Welfare
HIRING AGENCY may suspend or dismiss without
appeal any teacher, under said contracts, on the written recommen-
dation of a superintendent of a training school, for immorality, mis-
conduct in office, insubordination, incompetency, or willful neglect
of duty, provided that the charges be stated in writing, and that the
teacher be given an opportunity to be heard by the State Board of
Public Welfare,
HIRING AGENCY, with counsel, upon not less than
ten days' notice.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 173
(Senate Bill 574)

AN ACT to add new Section 143A to the Code of Public Local Laws
of St. Mary's County (1965 Edition, being Article 19 of the Code
of Public Local Laws of Maryland), title "St. Mary's County", to
follow immediately after Section 143 thereof, and to be under a
new subtitle "Motor Vehicles", to provide it shall be unlawful to
cause or permit an unlicensed junk motor vehicle or parts thereof
