and allowances for dependents shall not exceed [$48] $50 in any
one benefit week and further provided that no dependency allowance
shall be payable with respect to any week unless an unemployment
benefit is also payable with respect to such week. An individual's
number of dependents shall be determined as of the day with respect
to which he first files a valid claim for benefits in any benefit year,
and shall be fixed for the duration of such benefit year. No person
who has been determined to be a child of one individual on the
beginning date of such individual's benefit year shall be deemed to
be a child of any other individual whose benefit year starts within
one year thereafter. Provided, it shall be presumed that the father
or stepfather is wholly or mainly supporting his children, stepchil-
dren, or adopted children, who are a part of the household main-
tained by him, unless the contrary is shown to the satisfaction of
the Executive Director. Dependents' allowances shall be regarded
as benefits for the purpose of computing contribution rates under
the terms of Section 8 (c) of this article.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 152
(Senate Bill 395)
AN ACT to repeal and re-enact, with amendments, Section 3 (bb) of
Article 25 of the Annotated Code of Maryland (1965 Supplement),
title "County Commissioners", subtitle "General Provisions", to
authorize the County Commissioners of Charles County to appro-
priate sums of money annually for projects to make navigable the
waters of the county and to engage in construction of breakwater
AND WATERWAY IMPROVEMENTS projects in county waters,
and to increase the funds previously available for these purposes.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3 (bb) of Article 25 of the Annotated Code of Maryland
(1965 Supplement), title "County Commissioners", subtitle "General
Provisions", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(bb) The County Commissioners of Charles County are hereby
authorized and empowered to maintain a fund in the amount of
[twenty thousand dollars ($20,000.00)] forty thousand dollars
($40,000.00) to provide for the improvement of channels to make
navigable the waters of Charles County and for the construction of
breakwater projects AND OTHER WATERWAY IMPROVEMENT
PROJECTS, INCLUDING MOSQUITO CONTROL in county waters.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
