SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 187H be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1957 Edition and 1965 Supple-
ment), title "Motor Vehicles," subtitle "Operation of Vehicles Upon
Highways," to follow immediately after Section 187G thereof, and
to read as follows:

187H. Notwithstanding any other provisions of this article, the
County Council for Wicomico County is authorized and empowered
to regulate the speed of vehicles on any road, street, lane or alley
within Wicomico County which is not within the corporate limits
of any incorporated city, town or village and which has not been
designated or maintained as a part of the State or federal highway
system or an extension thereof. The County Council for Wicomico
County also is authorized and empowered to provide for the pay-
ment of fines for a conviction for violating any such regulation made
by it concerning the speed of vehicles; any and all fines collected
pursuant to the provisions of this section shall be disposed of ac-
cording to the procedure provided in Section 341 of this article. All
traffic-control devices erected under the authority of this section
by the County Council for Wicomico County shall conform to the
State manual and specifications, as adopted under Section 189 of
this article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 147
(Senate Bill 315)

AN ACT to repeal and re-enact, with amendments, Section 8 (c) (5)
of Article 95A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Unemployment Insurance Law", subtitle
"Contributions", to provide that experience for contribution rate
purposes shall be transferred from one employer to another only
when all or substantially all of the business is transferred, and to
provide that a reduced contribution rate shall not be granted in the
case of a transfer unless the transfer is reported within 120 days,
and to correct a scrivener's error.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8 (c) (5) of Article 95A of the Annotated Code of
Maryland (1964 Replacement Volume) title "Unemployment Insur-
ance Law", subtitle "Contributions", be and it is hereby repealed and
reenacted, with amendments, to read as follows:

8.

(c) (5) If an employer subject to this article shall transfer to
another employing unit, by sale or otherwise,
his entire [business, or
a department, section, division or any other portion of the business
which includes more than 50% of the average number of persons
on the payroll of said employer in Maryland during the fiscal year
