and any judgment or decree obtained, where the defendants have
been served by subpoena or in any other manner provided by law,
shall have the force and effect of a judgment in personam; and the
commission, in the name of the district, may sue, or file a bill in
equity to enforce said liens against the owner of record at the time
said suit is filed or any owner of record between said dates, and
publication thereon shall be notice to all persons having any interest
in said property.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to add new Section 17A to Article 33 of the Annotated
Code of Maryland (1957 Edition), title "Elections", subtitle "Reg-
istration Generally", to follow immediately after Section 17 thereof,
establishing a procedure for absentee registration by voters unable
to personally appear at the registry board because of physical
disability.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 17A be and it is hereby added to Article 33 of
the Annotated Code of Maryland (1957 Edition), title "Elections",
subtitle "Registration Generally", to follow immediately after Sec-
tion 17 thereof, and to read as follows:
17A.
Any qualified voter whose physical disability confines him to a
hospital or causes him to be confined to bed and permanently pre-
vents him from being present to register or re-register at the office
of the Board of Supervisors of Elections or other boards of registry,
shall be allowed to register or re-register by absentee certification.
Such absentee certification shall be issued by the Board of Super-
visors of Elections upon PERSONAL APPLICATION AND proof
satisfactory to the Board of the permanent physical incapacity of
the registrant to personally register or re-register at the Board of
Registry. Such registration or re-registration shall be done within
the specified time allowed for all other registrations or re-registra-
tions within the political subdivision.
This law shall be applicable in all counties of the State and Bal-
timore City, including the counties and Baltimore City, where the
system of permanent registration as provided in Sections 35 to 38,
inclusive, has been adopted or hereafter will be adopted.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
